I need to find a light-weight tool for non-GIS users (such as librarians, archivers) who are developing metadata.

It needs to quickly define spatial location (click a point or drag a bounding box on a map) for a data set, and allow the user to cut&paste the coordinates into their metadata document.

Anyone know of such a tool?
